The Dolphins have waited as long as they can. Jay Cutler is still in the concussion protocol, and the team has decided to move forward with Matt Moore at quarterback against the Patriots. Moore, who came in for Cutler at halftime of last weekend’s loss to Tampa Bay, has practiced with the first team all week. Cutler was dressed and on the field today, but has not been cleared. The unknown at this point is whether Miami would make Cutler active as a contingency if he’s healthy by Sunday. If not, David Fales would be Moore’s backup. Gase was asked this week whether he needs to start dressing three quarterbacks anyway considering the hits Cutler and Moore have taken and said it’s something he considers every game.
