The Trail Blazers and the NBA have scheduled a news conference on Wednesday for a “major announcement.” Translation: Point guard Damian Lillard officially will be named the NBA’s Rookie of the Year. Lillard will become the fourth player in franchise history to earn the award, joining Brandon Roy (2006-07), Sidney Wicks (1971-72) and Geoff Petrie, who shared the honor with Boston’s Dave Cowens in 1970-71. Lillard, the No. 6 overall selection of the 2012 NBA Draft, will be honored for a rookie season in which he averaged 19.0 points, 6.5 assists and 3.1 rebounds per game, while making 185 three-pointers — the most in franchise history and the most by a rookie in NBA history. He also played more minutes (3,167) than any player in the NBA.
