Chicago Cubs general manager Jed Hoyer said Wednesday he's received positive news from starting pitcher Matt Garza as he recovers from last season's right elbow injury. Garza was shut down by the Cubs in August. He was 5-7 with a 3.91 ERA in 18 starts. He recently began throwing again. "It's all been good so far," Hoyer said. "He's seems really happy. In some ways, I'm going to sort of rely on his moods and how he feels about it, and he's been excited about his progress."
