The harrowing story of Yasiel Puig has been well told now in several places. It raised a pertinent question: Can something be done to make it easier and safer for Cuban players to reach Major League Baseball? If there is, commissioner Bud Selig says it is outside the scope of his abilities. "You’re getting into an international political situation," he said.
