"NFL Commissioner Roger Goodell will fine, but not suspend, Minnesota Vikings quarterback Brett Favre for sending lewd text messages and leaving phone messages for a former Jets employee, according to Foxsports.com.

The NFL will announce its decision either today or Thursday, according to the report."
